About the SOPs

Standard Operating Procedures (SOPs) Booklet provides step-wise guidance on various operational and programmatic aspects related to FNHW implementation such as action planning, review, peer counselling, home visits and organizing community events etc.

It helps prepare concerned stakeholders and staff/cadre under State Rural Livelihood Missions (SRLMs) to carry out tasks/operations in a standardized manner with an aim to achieve efficiency, quality output and uniformity across various geographies.

How to Develop an Action Plan for FNHW Activities?
The SOP outlines the process to develop an action plan for FNHW activities at Village Organization (VO) and Cluster Level Federation (CLF) level to facilitate the on-ground implementation. It also provides the suggestive templates to be utilized at VO and CLF level.

How to Review FNHW Activities?
The SOP defines the structured mechanism (including participants’ details and frequency etc.) of review across all administrative and community institutions levels that SRLMs can adopt as per their feasibility. It also provides suggestive templates to be utilized at state, district, block, CLF and VO level to assess progress of specific activities and interventions.

Steps to Establish Convergence Mechanism ?
The SOP defines the structured mechanism (including participants’ details and frequency etc.) of convergence across all administrative and community institutions levels that SRLMs can adopt as per their feasibility. It also provides suggestive templates to be utilized at state, district, block, CLF and VO level to identify areas of convergence, challenges and working together towards resolution be.

Participation of Village Organizations in VHSND
Furthering the efforts of convergence as envisaged in an advisory jointly released by M/oRD, M/oWCD and M/oHFW, VO Leader/SAC members/CRP can play an important role during VHSNDs. The SOP details out the suggested action points to identify areas and provide support before, during and after VHSND along with a suggestive template to be utilized at VO level.

How to conduct a home-visit?
The SOP talks about the process of planning and undertaking home visit along with specifying key messages to be delivered to the beneficiaries and their families as per requirement. It also provides suggestive templates for beneficiary line listing and consolidation at SHG and VO level, a home visit checklist for FNHW services and entitlements and monthly reporting format.

How to Conduct Peer Counselling at SHG Households?
The SOP describes operational aspects for implementation of Peer Counselling at SHG households in detail including planning and undertaking peer counselling as well as key messages to be delivered to the beneficiaries as per requirement. It also provides suggestive templates for beneficiary line listing and consolidation at SHG and VO level, a peer counselling checklist for FNHW services and entitlements and monthly reporting format.

Steps to Organize FNHW Community Event/Campaign
The SOP describes the process to be followed for organizing community event/campaign (to reiterate key messages at community level) at VO level and suggests actions to be undertaken before, during and after the event/campaign. It also suggests themes and list of activities to be organized and provides suggestive templates for planning, orientation and reporting.

Steps to Organize Parivar Chaupal
The SOP details out the steps to be followed for organizing Parivar Chaupal (a platform to engage with families and communities especially male members) as well as key themes on which messages need to be delivered. It also has a question bank containing questions on FNHW themes to guide the discussion during Parivar Chaupal and provides suggestive template for monthly reporting to be utilized at VO level.

How to Establish a Mechanism to Reward Good Performance in FNHW?
The SOP defines the process to be followed to felicitate VOs and SHG members who practiced positive FNHW behaviours over a defined course of time and fulfilled all the select parameters. It also has designed tools (Matru Ratna Card, Shishu Ratna Card and FNHW Ratna Card) to monitor and encourage positive behaviours and identify deserving members of SHGs/VOs for felicitation.
